The City Council approved the expenditure because of higher-than-expected hotel tax revenues.
The work includes $7.5 million for new seating at the arena plus a scoreboard, restrooms, meeting space, a new roof, and interior renovations.
$8.5 million will be spent on a new entrance to the fair plus security upgrades and work on the parking lots and drainage system
