The BLM is proposing to gather excess horses in the West Douglas area and Piceance-East Douglas areas.
A total of 303 wild horses were gathered from the range, located 10 miles northeast of Lovelock, Nevada.
The suit seeks the removal wild horses from state lands on grounds that the animals damage those rangelands.
A state House of Representatives committee is calling on Congress to find new ways to control wild horse populations.
The BLM will gather and remove approximately 200 wild horses from the range.
The BLM is seeking comment on the continued use of fertility control on the Pryor Mountain Wild Horse Range.
The tour will take place Jan. 23 before the scheduled wild horse gather begins.
The BLM plans to gather about 150 wild horses threatened by lack of forage.
As many as 132 wild horses will be released back to the range following the gather.
The BLM is seeking comments on a proposed wild horse gather in the Fish Creek herd management area, in Nevada.
Some gathered mares will be treated with a fertility control vaccine before being released back to the range.
The BLM says the burros pose a safety hazard on area roadways and have caused private property damage.
The new ecosanctuary will be located in Lander, Wyoming, with horses arriving as early as the spring of 2015.
Meanwhile, a University of Wyoming researcher released study results on how wild horses and cattle graze the rangelands.
