Acting on a complaint, Chicago Animal Care and Control investigators removed six horses belonging to J.C. Cutters Horse Drawn Carriages, according to an article in the Chicago Tribune.


Mark Rosenthal, operations manager for the Chicago Animal Care and Control, said the horse’s weight and poor housing conditions prompted the removal of the horses.


“Based on what we saw, we impounded them,” Rosenthal told the Tribune.  “We feel we had cause.”


However, a driver working for the carriage company disputed the investigator’s claims saying the horses were in good health
