The South Carolina Humane Society has announced that they will sign a Formal Memorandum of Understanding (MOU) between the South Carolina Humane Society of the Midlands H.S.P.C.A., and the U.S. Department of the Interior, Bureau of Land Management (BLM), Eastern States. This event will occur on Tuesday, Sept. 14, 1999 in the Lobby of the Strom Thurmond Federal Building, 1835 Assembly Street, Columbia, South Carolina.

The MOU provides authorization and a framework for cooperative management activities, and establishes procedures for the South Carolina Humane Society of the Midlands H.S.P.C.A. to assist the Bureau of Land Management in monitoring and protecting untitled wild horses and burros that have been placed in private custody by the BLM through its Adopt-A-Horse or Burro Program within the State of South Carolina. BLM records indicate that 599 untitled wild horses or burros reside in South Carolina.

Signing the MOU will be Mr. W. Hord Tipton, State Director for the Bureau of Land Management’s Eastern States Office, Springfield, Virginia, and Mr. Henry Brezinski, Director, the South Carolina Humane Society of the Midlands, H.S.P.C.A., Columbia, South Carolina.

The BLM is responsible for the management and protection of wild horses and burros that roam on Federal land in several western states. The BLM annually removes excess wild horses and burros from western range lands and places them in private custody under its Adopt-A-Horse or Burro Program
