The Pennington County, S.D., Sheriff’s Department has issued four warrants for a man found guilty of neglecting horses on his property.

Last year, Pennington County Sheriff Kevin Thom said that South Dakota Animal Industry Board personnel discovered 69 horses residing on a 35-acre parcel without food or water. An industry board veterinarian examined the horses and animal welfare personnel attempted to work with owners Donald and Terri Harwood to improve the animals’ care, Thom said. When the animals’ conditions did not improve, a court order issued in January placed the horses in the sheriff’s department’s care, Thom said.

A Pennington County Sheriff’s Department representative said that in August, Donald and Terri Harwood were convicted of nine counts of inhumane treatment of an animal. On Oct. 21, Pennington County Sheriff’s Police issued the bench warrants for Donald Myron Harwood.

The representative said Donald Harwood is wanted for failure to comply with sentence for nine counts of inhumane treatment of animals, two counts of driving under revocation, and failure to pay child support
