A Washington County, Fla., equine rescue operator is facing multiple animal cruelty charges for allegedly maltreating horses in her care and falsifying health reports.

According to an affidavit filed by Washington County cruelty investigator Andrew Johnson, two horses were brought to the Eternal Freedom Youth Ranch and Horse Rescue, operated by Stephanie Lynn, in August 2012. At that time the animals appeared to be in good condition, the affidavit said. In January 2013 the horses were adopted from the rescue, according to the affidavit. An April 25 sworn statement from the individual who adopted the animals alleges that the horses were in poor condition when they left the rescue. The statement also alleges that a subsequent veterinary examination revealed that the horses were extremely malnourished and crippled due to lack of hoof care, and that the Coggins certificates for the two horses were falsified.

David Angier, public information officer for 14th Judicial Circuit State Attorney Glenn Hess, said that on May 10, law enforcement authorities arrested Lynn and charged her with four counts of animal cruelty and two counts of falsifying health certificate reports for horses in her care. Angier said that all the charges against her are felonies.
