A Philadelphia horse owner has been charged with animal cruelty for allegedly abandoning a 9-year-old Arabian-cross mare in a vacant city lot earlier this week.

On Nov. 28, a passerby found the mare standing unattended in a weedy, trash-filled lot between two rowhouses. Pennsylvania Society for the Prevention of Cruelty to Animals (SPCA) Media and Public Relations Specialist Wendy A. Marano said the horse was malnourished and had other medical conditions. She was transported to the agency’s headquarters for rehabilitative care.

Following an investigation, the agency identified Claritza Lopez-Fuentes as the horse’s owner, Marano said. On Dec. 1, Lopez-Fuentes was charged animal cruelty for failing to provide veterinary care. The animal was subsequently surrendered to the Pennsylvania SPCA, she said.
