Lawmakers in South Dakota have passed a resolution seeking the reinstatement of USDA inspection of horse processing plants. A federal appeals court ceased private-pay funding for horsemeat inspections in 2007, effectively shutting down processing plants in Illinois and Texas.

SCR 4 asks Congress to reinstate and fully fund the USDA’s horse slaughter and processing facilities inspection program.

The resolution also urges Congress to defeat HR503/SB 727, the Prevention of Equine Cruelty Act, which prohibits the transport of horses to processing plants in Mexico and Canada.

Previously, the South Dakota House of Representatives passed HCR 1003, instructing the state’s Congressional delegation to oppose the federal bills
