The California Horse Racing Board (CHRB) has filed a complaint against trainer Jeff Mullins for multiple rule violations after a horse in his care, Robs Coin, tested positive for mepivacaine in the post-race urine sample.

Robs Coin finished second in the seventh race at Hollywood Park on July 8. Bloodhorse.com first reported the positive finding July 29.

Mepivacaine, or its metabolite, hydroxymepivacaine, is a local anesthetic classified as an RCI Class 2 drug. RCI Class 2 drugs include therapeutic substances with the potential for abuse. Mepivacaine falls into this category.

The Maddy Laboratory at the University of California, Davis, the CHRB’s official testing clinic, reported the initial findings. Industrial Laboratories, the split sample clinic selected by Mullins, confirmed the earlier results. The level of mepivacaine or its metabolites exceeded the 10ng/ml permitted in the post-race urine sample under Rule 1844(e). A hearing has not been scheduled
