The Dixon City Council has tentatively approved a proposal that will bring a multi-million dollar horse racing track to the California city. The council voted in favor of the Dixon Downs project at their meeting on Monday night (Oct. 23).


More than 2,300 Dixon residents submitted letters in opposition to the 260-acre facility, saying it will change the small-town atmosphere of the community.
