The bill is the latest attempt to outlaw the purchase and transport of U.S. horses for slaughter.
The legal team for FAST is preparing a response to the new rule which bans the use of action devices and pads or stacks.

About 400 horses, including 100-150 mares treated with the contraceptive vaccine, will be released back to the range.

South Dakota state’s attorneys asked that the horses be placed in the care of Fleet of Angels and Habitat for Horses.
Some gathered horses will be fitted with tracking devices and returned to the range as part of the research project.
The BLM removed 74 wild horses from in and outside the Eagle and Silver King herd management areas in eastern Nevada.
The grant could help fund a study aimed at developing objective ways to detect soring in Tennessee Walking Horses.
Nominees with experience in equine behavior, wild horse and burro research, and natural resource management are needed.
The RMTC urged racing authorities to adopt the rules approved by the Association of Racing Commissioners International.
