An Iowa horse trainer accused of hosing a downed horse with water will be not prosecuted for animal cruelty after a Mills County judge denied the charge.

Last month, photographs circulating on social networking sites allegedly depicted a horse lying on his side with his feet tied while trainer Logan Allen allegedly doused the animal with water. Subsequent photos allegedly depicted the same horse covered with a tarpaulin and doused with water.

A change.org petition called on Mills County Sheriff Eugene Goos to investigate the incident.

Subsequently, the Mills County District Attorney’s Office entered a petition charging Allen with livestock neglect
