With fertility treatments apparently complete, a decision on a permanent home for Cigar is awaiting final approval from a superior at Assicurazioni Generali, the insurance company that now owns the two-time Horse of the Year.

Cigar is at Dr. Phil McCarthy’s Watercress Farm near Paris, Ky., where he underwent a series of fertility treatments. To date, no improvement has been reported since the horse was found to be infertile last year.

According to Peter Trend, agent for Generali, a memo with a proposal for plans for the horse is en route to the insurer’s management, whose agreement is required before any action is taken. Trend would not discuss the recommendations.

While there have been reports that Cigar might move to the Kentucky Horse Park near Lexington, Cigar’s former owners, Allen and Madeleine Paulson, have made a proposal to Generali to serve as custodians for the horse’s care. They did not offer to buy Cigar back from the company, which assumed ownership after it paid out $25 million on an infertility claim shortly after Cigar entered stud in 1997
