Animal welfare authorities in Pennsylvania are seeking the owner of a horse found apparently abandoned in a vacant city lot in Philadelphia.
This mare was found abandoned in Philadelphia earlier this week.
Pennsylvania Society for the Prevention of Cruelty to Animals (SPCA) Media and Public Relations Specialist Wendy A. Marano said that on Nov. 28 a passerby found the 9-year-old Arabian-cross mare standing unattended in a weedy, trash-filled lot between two rowhouses
